The panel track news is interesting. There will be no more service to Alameda. However, at the location of your panel track photo, there is a connection to Glascock Street and the lead serving the grain company down by the Park St. bridge.

The industry can be accessed from the Coast Sub. at Hanlon (near Oak St.) or via the line that used to run to the Fruitvale bridge. I'd guess they're placing better track to run trains via the Glascock St. route.
