From my past experiences in The Gorge, I still have seen the occasional change at The Dalles. It is no longer manditory, and the two trains that I have seen in the last 15 years were empty mixed freights - mostly empty cars. They could have been slowed down by higher priority trains, and re-crewed (?) before going dead.

Is it too far to have a "double-shot", ie., Hinkle-Nampa with a single crew? They would overnight before heading the other direction. I have seen a similar tactic in Canada (although rare), from CN Thornton Yard, BC - Kamloops, BC and bypassing North Bend/Boston Bar, the intermediate crew-change point.

Huntingdon, OR by my memory has very limited capacity, so I think there has been 0% crew changes there.
