Trains article on FRC and Donner+crew districts?

A recent article in Trains magazine stated that starting in 2010 westbound stack trains would run via FRC while eastbound would run via Donner "directional running" Any truth to this story? I also have a question about crew districts on the FRC. I have read that crews working the FRC run Roseville to Portola. Does that mean that FRC trains coming off the CAL-P run to Roseville and then up to Binney Junction or do they make the turn at Haggin and crews are taxied from Roseville? Thanks.
