IIRC, the plant did receive chip cars when the mill was running, but after the mill closed, it switched to trucks.

The Loyalton needs a fair bit of work. The weather cycles up there are pretty harsh on ties and roadbed. Plus, the track from the creek just south of Loyalton to the mill site and co-gen plant was pulled up, I believe, as part of a site remediation project. It is only about 1/2 a mile, but would need to be relaid to serve the plant.
