As I explained to Matt the day we talked about this, the Clinchfield print for this locomotive indicates that Clinchfield clearly designated this as a GP-16 following the rebuild. Irregardless of who the rebuild was outsourced to, the designation is a Clinchfield GP-16. The instructions for the bluecard say designation and year built or rebuilt. Hence the reason I wrote what I did. By the way, previous bluecard said the same thing. You guys are also correct that the FRA MP&E folks only care about safety issues and compliance with the spirit of Title 49.
