From what I know WAF's answer is the closest to correct. Many issues, including a promised lawsuit regarding the EIR can't be ignored. While last spring they proclaimed they where "at least a month ahead of schedule" the honest truth is they simply do not know when freight service will begin. I do know this . It will not be March of this year. The latest promised starting date in a sad , dreadfully long list of failed starting dates.
