I don't.
All of the emergency responders you mention in Item 1 would've been paid anyway, whether or not the moron chose to stand in front if the train, so we can discount that argument. I'm curious why you think there would be an FRA investigation (Item 2) over this? As to investigations by the other entities you cite, well, that's explained in my response to Item 1. Item 3 is undoubtedly an inconvenience, but I don't know that it falls under the heading of being a waste of taxpayers' mover. Did the crew ask to be relieved (Item 4)? If so, then there is added cost for a relief crew, but it's negligible in the Grand Scheme of things. And as someone's already mentioned, this is not a drug test situation. Some of what's mentioned in Items 5 and 6 are possible, although they're always possible and are just part of the cost of doing business. However, I'd be curious to learn your reasoning that there might be "lost work time for injuries." Was someone injured?
The thing that struck me (no pun intended) when I read your initial post was it's title: "Train going 70 mph hits, kills man." From the article you provided, it appears this is just another case of suicide by train. Am I missing something?
