As of May 10, 1968, the entire line from Seattle to Centralia was double track ABS with rule 251 & 254 in effect. Switch locks & timers were not commonly used in ABS territory. This information is from " Burlington Northern Pacific Division Timetable # 1 - May 10, 1968 ", which was printed & released in anticipation of the merger taking effect that day. Of course the courts & the I.C.C. had other ideas. I was able to obtain 2 of these timetables, that never went into effect, at the Boeing Model RR Swap Meet last November.
