The construction cost figure is artificially low. The Bay Bridge replacement provides a good example of how cost overruns work. Coming up with a real, final figure is like playing "The Price is Right".

In the long run operating subsidies will be more expensive than construction costs. Think of the hsr as an inflated version of BART to SFO, with Palmdale-Tehachapis being the SFO.
