STB study on rail rates

The article claims railroads have NOT used excessive market power in rate making. I am stunned by this, as my experience with grain, woodchips, and pulp would say otherwise. What about the traditional common carrier obligation? Everyone seems to have a lack of memory since the STB watered this obligation down. Ask the shortlines of Eastern Washington about the games BNSF has played in making grain rates. In my opoinion, the group conducting the study must have "played with the facts" to produce this result. Anyone else willing to share experiences or opinions?
