County transportation leaders Thursday approved plans for a dinner train to run between Santa Cruz and Davenport, a venture they hope will strengthen their bid to use state funds to buy the county-long rail line.

However, with California's budget in dire shape, concerns linger about whether the state can afford to give the county the money it needs anytime soon, if at all. The uncertainty of the funding - $20.2 million committed to Santa Cruz County years ago but never doled out - leaves county transportation leaders without means to move ahead with the long-planned purchase of the Union Pacific rail line.
