Harmony Express

There seem to be numerous stories in the media about the new "Harmony Express" in China, billed as the "world's fastest train," running between Guanzhou and Wuhan. But I can't seem to find many specs on it anywhere (except for avg. speed of 217 mph and top speed of 244 mph). Is it maglev? Electric? (If so, what voltage, and catenary or 3rd rail, etc.)? Totally dedicated ROW? Thanks for any info anyone might offer.
