From what I've heard (which is by no means official or accurate), a museum/preservation group in Santa Fe has taken custody of the M190 and plans to cosmetically restore it and place it on display in Belen (probably at the Harvey House museum). I doubt any firm plans were in place when CSRM donated M190, which would explain why nothing has happened yet. There's also the possibility that asbestos lagging may be present on the steam lines from the steam generator (and on the boiler section of the generator) installed in the baggage section; although it's not much (at least not when compared to a steam locomotive), it's still not going to be cheap to remove.
