Since 18 and 20 were examples of their own class on GCR, I'd guess that they would also come with all the spare parts including Worthington FW heater(s). Can't say when it comes to tires though, as they may be the same size as GCR 29.
In any event, 18 is a dandy locomotive. I spent many an hour on her in WMS and liked her there much better than 4960 (although 4960 is a much better locomotive on the road at 40 mph).
18 should do well on the grades of Mount Hood Ry.
