BNSF rail relaying

Noticed today BNSF relaying rail and ties (concrete/wood) along Canal Blvd. in Richmond at auto unloading facility. This used to be part of the Kaiser Shipyards at (I belive) Santa Fe channel. The space between the fence and road is cleared and I wonder if they are moving tracks or expanding number of them. This work includes rail clips in places instead of spikes. It is nice to see even a small amount of construction of rail lines instead of removal. Time will tell if traffic will increase due to this as it is almost impossible to see loco`s swithing the Rich. yard ends as was common in years past. Even though this is the western end of the Stockton Subdivision, it is like a ghost town when I observe. Any ideas as to the construction?
