It depends. I'm not familiar with this particular application. Depending on the specific location, signals and/or derails may not be required and may or may not be used. If there are no signals, a stop board is often used (with all trains being required to stop and ascertain that the bridge is lined before proceding). The method of operation would be listed in the railroad's timetable, Special Instructions, or other documents.
