There was a secondary strike involved, but it was all RR related unions, not miners. It seems to have gotten started by the BRAC (clerk's union) being unhappy with N&W computerization efforts. The strike efforts deteriorated into strikers (allegedly) derailing a N&W train operated by supervisors. Here's some more info:
