Stockton ACE Station Question

What's up with the Stockton ACE Station? It appears that half of the ACE station location is fenced in and there is a Security Guard walking the premises a part of the time yet the construction activity on that site appears to be completed? And I was even confronted by the Security Guard and was told that I would need to get permission to take pictures at that ACE Station as well even on a part of that property that wasn't fenced in? What's going on?

Also, what is the prospects for a new Stockton Amtrak Station that will serve all the Amtrak San Jaoquin Trains? Is there a plan for an Amtrak Station in Elk Grove as well in the future?
