You didn't provide a reference for your "4 years" timeframe, but if you are are referring to the photo caption "1472-day FRA boiler inspection/repairs", that reference is not to the length of the FRA process, but rather days in service, between inspections, as in:

1472 = days of service between FRA complete inspection. The regulation is 15 years or 1472 service days (whichever comes first) between these complete boiler inspection which includes removal of flues, etc.

The length of time to get locomotive #19 back on the road is not determined yet, as only a portion of the necessary funds have been raised at this point.
