Question on SMART Construction and Freight Operations

Say, does anyone know how freight trains will operate
north of the Wye, during SMART's construction phase?

How does that work in practice? For example, when a
freight entity has operating rights, can SMART close
down the line for months (or over a year) while
reconstructing the line?
