Safety training in Auburn, WA

Spotted today in BNSF Auburn, WA. yard: Amtrak P-42 / Superliner / baggage car -- BNSF GE coupled to 2 Tacoma Rail coaches -- Ewe - Pee GE w/ hood doors open & several freight cars.
All the above spotted on East side of yard, along with yellow " TRAINING " signs @ driveways on A St S.E. Also one person wearing a black coat w/ "TSA" lettering on back. No fire or police vehicles seen. Possibly 1st Responder training ???
