In January of 1941, Franklin Roosevelt would take the presidential oath of office for the third time while in St. Louis, Philadelphia Transit PCC Car #2538 would be constructed by the St. Louis Car Company. In August of 1980 Ronald Reagan was trying to wrest the presidency from Jimmy Carter and air-electric PCC #2538, now in service for SEPTA (Southeast Pennsylvania Transportation Agency), would found turning off Torresdale Ave at Cottman and into its terminal. In preparation for his next trip, the operator has already changed the roll sign to 23rd & Venago.

The #2538 would be sold for scrap in 1982
