But Larkspur and particularly San Rafael strongly oppose heavy rail. The latter worries 2nd, 3rd and 4th Streets would be blocked by long trains. Dunno if bilevels would fit in California Park Hill tunnel.

Electric light rail would permit a viaduct solution in downtown San Rafael, but we are decades away from any real mass transit in the Northbay.
