Clearly Union Pacific needs to be protected from such destructive and repetitive trespass by its own customers. It occurs to me that the best way to prevent such abuse is to simply forbid Union Pacific from transporting coal in any open or bottom-dump car. With the dangers of our times, the use of sealed boxcars seems more appropriate. Perhaps other bulk shippers should be investigated for their trespassing activities as well: grain, potash, sand and gravel. In fact UP might be best protected by not shipping any bulk freight at all. Auto racks, TOFC, COFC, and box cars, I think, are all that they might safely ship without risking such flagrant violations of their rights-of-way.
