I think they started out as GP9's, then rebuilt by EMD. At least the frames are from GP9's, I believe. Rebuilt in 1992. One GP9 originally built for the Spokane Portland and Seattle, another one from Norhtern Pacific. Not sure about the third one. Kind of unique body tyle. Only the three ever built, as far as I know.
