It's almost like the writer recorded his article verbally into one of those programs that transfers audio/speaking into a written format.

Another possibility is that the newspapers of Spokane and the Inland Empire outsource their articles to India, where somehow the written work is formatted and sent back to the US newspaper for printing, like what the Sacramento Bee does.
