Costs even more than what they are doing!

Just fix the tracks to as they are to class four, extend to the nearest ferry slip, and get on with it. Use diesel hauled conventional USED (old) equipment to start. Later, when you have the money, compliant electrification would be a good idea. By then, the people will have become quite dependent on the trains and there won't be as much opposition. Or are Marinites stupider than I give them credit for?

As for the sacrosanct bike paths - let 'em eat cake. A dirt bike works just fine on good ol' dirt. Just clearly mark the path, and sue anyone posthumously who leaves it to get too close to the tracks.
