Waste Management's proposal calls for 413 new vehicle trips per day, mostly from garbage trucks bringing material to the plant but also some semi-trucks full of debris. It also says the bulk of deliveries would be made between noon and 1 p.m. to limit impact to existing traffic. Trains about 35 cars long would be loaded with materials twice a week.
The first material-recovery facility is projected to be completed in 2012. By 2014, the site also could serve as a transfer point for sealed containers of residential garbage. The final phase, construction of a third processing building, would begin in summer of 2014, according to Waste Management's permit application.
