Cowlitz County commissioners Tuesday morning unanimously approved a shorelines permit for a major new coal terminal at the former Reynolds Metals Co. site west of Longview, Washington.

Opponents of the project are considering appealing the commissioners' 3-0 decision to the state Shorelines Hearings Board.

Millenium Bulk Logistics is planning to haul coal from Wyoming to Longview and then export as much as 5 million tons annually to Asia, most of it to China.
