White Pass and Yukon extension

I read with great interest in the January 2011 Trains about a standard gauge extension on the White Pass and Yukon all the way to Camarcks plus dual gauge to Skagway for $250,000?? Somethings not adding up. Its a great idea, how about just a modest extension of the narrow gauge from Whitehorse to Camarcks and reopening Whitehorse to Carcross. The rest of the system is in good shape and ore cars are on sight? Looking forward to this new chapter of Railroading in the far north.
