SMART Start-up Just Got More Difficult

For those who are paying attention.


The MTC in its report to SMART pretty much confirmed all of
the claims made by SMART opponents over the years:

1) Sales tax revenue forecasts SMART has been relying on our
aggressive

2) Civic Center terminus makes no sense. MTC will withhold $22MM
in funding unless SMART gets to San Rafael Transit Center

3) Ridership is now estimated to be 2,600

4) The first segment is the only segment SMART will build unless
until 2028 AND renews the sales tax. Until then, no station north
of Santa Rosa will be served. The train will go not get to the ferry.

5) SMART is not likely to get any federal funding, because it's
not competitive. It costs too much to generate the few riders.

SMART now has a math problem: Can it develop a financial plan
that gets rail to San Rafael?

According to the MTC report, they'll need to defer construction
of the bike path and drop two more stations (Corona Rd. and northern
Novato)

Will it be willing to reneg on the promise made to the bikers?
IF they do, the bikers are likely to join the initiative campaign
to repeal the sales tax.
