Antennas next to signals on UP

I just completed a drive up 101 from LA to the SF bay area (All in California), and noticed that most of the signals on the Coast and Santa Barbara subs had new wooden polls next to them, each equipped with what appeared to be a pair of loop antennas at the top. The antennas were perpendicular to the tracks, and cables ran into the signal control sheds. These are in CTC territory too.

I am guessing they are part of the PTC (a.k.a. VTMS) system UP will be installing, but does anyone on here know for sure?
