T&NO's steam generator equipped GP9s were built with signal lights, but their freight service ones weren't. I don't think I've ever seen an actual explanation. Most likely it's because of the T&NO's relatively autonomy from the Pacific Lines at the time, and was a carry-over from their previous orders for Baldwin and Alco road switchers (although apparently several of the Baldwins were built with steam generators).
