The cities are all panicked about 60-car trains (why does that number sound familiar?) tying up traffic many times a day. The proposed quarry operator of course says things will start small and trains will perhaps be several times a week and much less than 60 cars. A sticking point might be "10 mph" -- could a "mitigation measure" be having the quarry people pay to upgrade track so trains could run 25 and get through the crossings quicker?
