Just for the record. TRAC wasn't first to propose the "Fill the Bakersfield Gap First!" RailPAC (I think Paul Dyson and Bill Kirbe) did that a few months earlier at other meetings. I remember hearing it from Bill at the SJRRC meeting. They didn't offer any details on the routing that I recall, so the dusted off Tejon study using Quantm became the benchmark and appeared in the last California Rail News. Whether it's the best of the best is an open question to me (not TRAC Board position) but at least it's much better than the HSR line from nowhere.
