How many times have you thought, boy, if the Class Is had to pay through the nose for delaying Amtrak trains, they wouldn't put them in the hole, and they would arrive on time? I know I have, often.
Take a look at the London Telegraph item. In order to get out of paying for delay, the train operating companies have hired 300 "delay attribution officers" whose job is to think up excuses why the company should not pay for delay. How's that for a job description -- "excuse thinker-upper"?
