I agree - sprawl is likely to be encouraged by the current version of the hsr.

They refused to honestly consider a Tejon-I-5-Altamont express alignment. For that route I would place the northern terminus at SFO.

But it seems to me that the political nexus has evolved from San Jose-Fresno-LA to Fresno as the overwhelming focal point.
