Sierra-Nevada snow trouble

We have heard lately that Interstate 80 is closed to trucks and most everything else excpt law enforcement and Division of Highways vehicles. Would they allow railroad work vehicles to use the highway to get to railroad problem sites?

The S.P. used to have Sno-Cats to get around in the deep snow. Does the U.P. still have them or some replacement for them? We haven't heard if such vehicles are being used now.
