There isn't anything in TCS (UP's main computer system) which requires them to keep locomotive digits at anything less than 6. They could quite easily have a locomotive numbered as UP 999999 or UPY 999999. They just don't number them in that high of series, but the reason doesn't have to do with computer systems.
