Welding doesn't work that well, considering the horns are usually aluminum. I've seen some efforts to weld something to the bolts, but that doesn't always work. One shortline actually welded a steel cage around the horn - but now you might have loudness problems (the FRA now requires horns to be tested to be sure they are loud enough but not too loud). Plus, there is no way to remove the horns for normal maintenance.
I think the special bolts, or having the bolts go all the way through the bracket and then be lock nutted are the best solutions. Of course, if it is a Nathan P or K you can just unbolt the bells and then make or buy a new bracket.
DO we blame it on "tweakers" selling them for drugs? Or maybe "honkers"?
