AFAIK all the Cal Cars (including Cal Cars painted for Surfliner) are state-owned. The first run of cars was built by M-K at least in part, but I'm not sure who finished the job and many of the original cars have been rebuilt at one time or another.

For locos - most likely MP36s or the like, right? EMD & for now GE don't catalog any passenger-service units. That would allow equipment that more or less matches what's in the F59phi's for maintenance purposes. The Other Guys are just too small/specialized to be (probably) competitive.
