BNSF improving Tehachapi route

I've heard a rumor that the BNSF is talking about working on the Tehachapi route. Don't know if they want to improve the UP line or (at around $3 billion) build their own line from Mojave to Bakersfield. Anyone else heard anything about this? They (the BNSF) do seem to run about 4 trains for every one that UP runs on that line so I imagine that the fees they pay to UP are pretty steep. Maybe a line of their own would save them $$ in the long run (very long run) not mention a less steep grade and fewer curves?
