Ok, the project will be double tracking 5 of 9 segments. Construction will be done phases from 2012 to 2020. Why not double track it all?

BTW to the critics, I think they should pay for it themselves. That said, it is a public benefit, if you read the document. Think air quality, and reduced maintenance on the roads. Also consider there is a large cost to do all the permitting, hearings, and studies for this project.
