I think the prohibition is because of the entrance into the F45 type units which is a ladder on the side or through the tiny nose door that leads to the toilet. On these units the entrance is similar to all the modern BNSF units--through the nose but with a proper entrance. I'm guessing the BNSF has a problem with a small operator's locomotives that require inspection by BNSF prior to use on their tracks or by their crews. Even something like a defective seat could cause an injury that BNSF would be responsible for on BNSF track.
