Espee did indeed install ATS over Donner Pass, for increased safety in bad weather & poor visibility, rather than for higher speeds as did most railroads. The ATS magnets were mounted to the cross ties between the rails, and the induction shoe was mounted under the front pilot of steam & diesel locomotives so equipped. The Alco C - 628's & C - 630's were the last units Espee bought to be so equipped.
