Now, if I can recall correctly, is the entire continent in a state of "heightened awareness"? There are "loonies" everywhere, and not all of them are from a certain part of the world. Face it. We live in different times, and not all the horrific terrorist stuff is shown 25 minutes into your local newscast in the "world events" segment. Get real.
You can only blame those BNSF employees after the fact. That is called hindsight. Someone doing thier job detail that now includes a certain protocol is now a tattle-tale? Blame the upper crust of BNSF for thinking that thier employees should do something for themselves, whatever it takes, to keep the trains rolling. Sure it's sometimes an inconveniance. what are they to do? Nothing? What happens if something does and the information that they could have gathered before hand wasn't there? That is indeed hindsight.
Just imagine if you were into highway rigs, BART, or, heaven forbid, airplanes? The authorities would make you the main course. Be happy there isn't chain-link fencing between you and the trains, and offer to make a slide-show of the pics you just got for the boys at the precinct.
