In the initial post the conductor is riding an empty flatcar. In the video the flatcar now has a piece of rail loaded on the deck...what's the story on the piece of rail...where was it loaded and was that the reason for having the flat ads a "handle" for the tank cars.

Inquiring minds want to know!
