Turbo lag. This occurs when the exhaust pressure is not sufficient enough to drive the turbo for it to provide sufficient enough air for combustion. When you see a GE(or Alco) begin to accelerate and pour black smoke(or flames) out of the stack, this is what is happening(a fuel rich exhaust). This is what led EMD to install a low speed gear driven turbocharger with pawl/clutch assembly for its two cycle engines. Turbo is gear driven at low speeds until the exhaust pressure is sufficient to drive the turbo(at above throttle notch 6 I believe).
