CORP And Track Leased From UP

Does anyone know the reason(s) why CORP leases the trackage from Ashland (or is it Medford?) to Black Butte from UP? Was this some instrument in guaranteeing that CORP would be a prisoner to single-carrier access? Why does the lease have to extend over such a large portion of track?
