A pretty damning article. The EIR for the Peninsula segment is being challenged in a lawsuit by Menlo Park and Palo Alto, partly due to the HSR's highly questionable ridership estimates, which might have been 'ginned up' by the consultants. At one point, CAHSR was supposed to carry 100M pax/yr. Now the ridership projections are half of that, and built on highly optimistic (to be generous) projections.
For example: Gilroy expected to board 3X as many passengers as San Francisco, and 15X more passengers than Los Angeles? Really?
Legislators in Sacramento had better wake up & smell the coffee, and demand a full independent peer review of the CAHSR program, by objective, independent engineers & accountants. Especially the ridership estimates, projected revenues, and overall land acquisition and construction costs. If the numbers don't work, CAHSR should be shut down - ASAP.
